Hardware time-stamp at the point of capture — UTC, to the millisecond. No reliance on the gateway clock.
Tamper-evident from day one.
Every reading hashed and GPS-locked — a continuous record across every site, aligned to all four water-risk scopes and built to hold up under the UK rules of evidence (PACE 1984, Civil Evidence Act 1995).
What holds up, scope by scope.
Three legally mandated, one insurer-driven — the standards we monitor against and evidence across all four water risks.
Legionella
Duty to assess and control under HSWA 1974 + COSHH 2002.
- ACoP L8 + HSG274The Approved Code of Practice and its technical guidance; cadences are recommendations the risk assessment adopts or beats.
- WMS Part 2 (2024)IoT continuous monitoring endorsed as a substitute for elements of manual inspection.
- HTM 04-01 (healthcare)Tighter sentinel coverage, distribution ≥ 55 °C in care settings.
- ISO 11731Risk-based sampling, performed via accredited partner laboratories.
- Cooling Towers Regs 1992 · BREEAM WAT-04Notifiable assets and continuous-monitoring evidence for In-Use reporting.
Mould
The only scope with a true statutory clock — social housing.
- Awaab’s Law (27/10/2025)Investigate within 10 working days, begin remedial action within 5, emergency make-safe within 24 hours.
- HHSRSA Category 1 hazard across all rented stock, enforced by local authorities.
- FFHH Act 2018Fitness-for-human-habitation duty across PRS tenancies.
- Workplace Regs 1992Ventilation and cleanliness duty in commercial settings.
Leaks
No statutory clock — insurer- and lease-driven.
- Insurer policy conditionsLeak detection and isolation warranties; the primary driver, and a condition of cover.
- Lease repairing covenantsThe practical inspection duty in let property.
- Building Regs Docs H & GApply at build and alteration, with monitoring on top.
- Defective Premises Act 1972Duty of care where a leak causes loss; the record is the evidence.
Scald
Hot-water safety wherever vulnerable people are present.
- Approved Doc G3Bath fill ≤ 48 °C in new dwellings — the highest scald route.
- HTM 04-01 Part BThe TMV verification regime in healthcare premises.
- HSCA Reg 12 · CQCSafe-care duty; assisted bathing around 41 °C.
- TMV2 / TMV3 schemeCommissioning and the annual fail-safe (cold shut-off) test.
Across all four: HSWA 1974’s “reasonably practicable” test rises with industry practice, COSHH 2002 covers biocides and cleaning, and every reading is SHA-256 hashed and GPS-locked to meet the evidence standards (Civil Evidence Act 1995, PACE 1984) that survive challenge.
Relevant assessments apply per scope — ACoP L8 (Legionella), damp/mould assessment for social housing (Mould), leak/flow monitoring (Leaks), TMV fail-safe (Scald). Duty-holder responsibility remains with the operator; BlueMetric does not provide legal advice.
Four layers of integrity.
Every reading enters the chain through four sequential steps. The platform fails closed: if any layer can’t verify, the reading is quarantined and the chain root flags amber.
Value, device ID, timestamp and location hashed and chained to the previous reading from the same device. Any edit detectable.
Deployed coordinates baked into the hash. Move a device off-site and it reads “out of geofence”. Sample custody locked the same way.
Each week’s hashes roll into one published root — independently verifiable by inspectors, insurers and auditors. No relationship with BlueMetric required.
The real cost of the old way.
Doing the checks the traditional way keeps you compliant — the gap shows up in claims, premiums, hours and statutory clocks.
What UK insurers pay out for water leaks — and what your premium reflects. Continuous leak detection may now be actively rewarded by underwriters.
Spent scheduling visits, chasing contractors and assembling certificates — work that disappears into one continuous record.
Once an HSE Legionella case reaches court, the outcome is rarely in doubt. The defence rests on the records — and continuous, time-stamped records are the strongest version of that defence.
Investigate emergency damp/mould hazards within 24 hours and make safe within 5 days. Continuous humidity readings, time-stamped automatically, show you met the clock.
‡ Hazards in Social Housing (Prescribed Requirements) (England) Regs 2025; sits within s.10A Landlord & Tenant Act 1985. Awaab’s Law does not, of itself, set a representative penalty figure; the cost shown is the statutory clock and the alternative-accommodation duty in the emergency pathway.
See the chain on your own estate.
Pilot on one representative building. The hash root is verifiable from day seven.
